1. Budget mayhem
Texas lawmakers needed an overtime session to escape the Capitol last spring after brawling over huge budget cuts that ultimately left school enrollment growth — projected at 170,000 over the next two years — unfunded for the first time in decades.
With lawmakers facing a $27 billion shortfall just to maintain current services and no inclination to tap the rainy day fund, it was certain the crisis would dominate the session. When all the hacking ended, lawmakers had cut $15.2 billion (8.1 percent) from current spending, with only two Democrats joining the Republicans in favor.
Social services spending took a 17 percent hit, with advocates complaining that the most vulnerable Texans were being unfairly hurt. Early childhood intervention programs, for example, was cut $30 million — meaning 4,000 fewer needy infants and toddlers will get care each month.
