The need to develop shipping manpower, curb growing piracy and sea robbery on Nigerian waters and ensuring empowerment of indigenous shippers through the Cabotage law may make top priority list of issues to be addressed in Nigeria’s maritime industry in the new year. They have been addressed lightly over time separately, but experts say a closer and deeper appreciation of the issues will reveal a linkage between these three critical challenges faced by the country’s maritime industry.
Industry experts have continued to bemoan shortage of manpower in the maritime sector. Periodic BIMCO/ISF studies have continuously highlighted a forecast shortage of about 27,000 officers worldwide by the year 2015, while a most recent study projected a shortfall of up to 83,000 officers in less than three years, 2011 inclusive.
But here in Nigeria, the problem may not be outright shortage of shipping manpower, but more of shortage of manpower qualified to the standards of the International Maritime Organisation (IMO). Every year, the Maritime Academy of Nigeria (MAN), Oron, graduates a fairly large number of cadets supposed to be employed in the maritime industry. Unfortunately, due to the substandard training they receive, occasioned by severe lack of needed training equipment and ocean-going vessels for sea time amongst other deficits, only a few become lucky after the training, which is largely paramilitary in content.
